POSITION SUMMARY

 

The COP provides strategic leadership, direction and supervision of a large USAID-funded higher education program in the West Bank & Gaza, including direct management of all partners, staff, and procurement of consultants, training and other services.  The COP has overall responsibility for the effective utilization of project resources and timely submission of required reports and deliverables in full compliance with USAID regulations and procedures. The COP acts as primary liaison with co-funding partners, and with all university beneficiaries.

 

The project is in the 5th year of a seven-year cooperative grant agreement with USAID. 

DESCRIPTION OF RESPONSIBILITIES

·         Provides overall direction and leadership of the project’s existing  program components, as well as strategic vision toward further engagement in the scholarship of teaching and learning

 

     Provides overall supervision of the project to ensure timely implementation of work plans and other obligations to USAID

 

     Oversees development and implementation of annual work plans

 

     Hires, conducts performance appraisals, and directs all field-based program personnel associated with the project, including staff in Gaza (mostly remotely)

 

     Serves as primary liaison with funding partners, as well as with participating university partners in the West Bank and Gaza

 

     Assures compliance with all USAID regulations and procedures and provides ongoing guidance to staff on USAID regulations, procedures, and priorities

 

     Directly manages procurement of all project resources including commodities, consultants, training and other services

 

     Ensures timely submission of all reports and evaluations

 

     Supervises technical scopes of work and financial management of sub-recipients

 

     Directs development of interim plans and budget realignment if and when needed

 

     Upholds and—where needed, develops—clear and consistent policies and procedures for field-based staff and activities, in cooperation with the Country Director where appropriate

 

     Oversees ongoing development and timely implementation of project monitoring and evaluation

 

     Oversees all financial, accounting, personnel, and communications systems in the field, in cooperation with the Country Director where appropriate

 

     Oversees office management, in cooperation with the Country Director where appropriate

 

 

 

     Maintains regular and ongoing communication with funding partners, local partners, participating institutions, and others to ensure that all concerned parties are informed of program progress, accomplishments and impediments at all times.

 

     Conducts and/or supervises any other activities that may become necessary for the successful implementation and completion of program deliverables.

 

 

QUALIFICATIONS

 

Required:

Ø  Advanced degree in education or related field from an accredited university;  

Ø  10 years’ experience implementing/managing education programs, including substantial experience with higher education and faculty development;

Ø  Proven track record of exemplary communication, and interpersonal skills to ensure a collaborative approach among team members as well as positive relations with donors, counterparts and staff.;

Ø  Experience with teaching and/or administration in a post-secondary institution;

Ø  Experience in USAID program administration

 

Preferred:

Ø  PhD in education or a relevant field

Ø  Understanding of trends in the scholarship of teaching and learning

Ø  Experience working within pre-service teacher training programs at a university

Ø  Experience working in an internal faculty development unit at a university or college

Ø  International training and program management experience

Ø  Familiarity with the Arabic language and Arab culture

Ø  Experience in the Middle East region, particularly Palestine
